Carmen Corsten has been working at VBK since 2019 as a lawyer in the Administrative Law and Environmental Law teams.

Carmen mainly acts on behalf of public authorities (municipalities and provinces), utility companies, and businesses. She specializes in general administrative law, obligations to tolerate, and public liability law. In addition, she deals with compensation for damage, enforcement, and all kinds of issues at the intersection of public and private law.

Carmen has extensive experience in conducting tolerance obligation proceedings for the construction and maintenance of electricity grids and pipelines by utility companies. She also advises and litigates extensively on related issues, such as compliance with real right agreements (ZRO) and compensation for damages.

Carmen is also a member of various independent advisory committees and, in that capacity, contributes to (complex) advice on compensation requests and settlements.

Finally, Carmen enjoys advising and litigating on all kinds of administrative law issues.

About Carmen

Carmen completed both a master's degree in Private Law and a master's degree in Administrative Law, the latter with honors.

In 2023, she completed the Grotius Specialization Program in General Administrative Law with honors.

Carmen is a board member of the DOBS Register, the quality mark for specialists in expropriation and administrative law compensation. She regularly lectures and publishes on topics within her field of expertise. In addition, Carmen is a member of various specialist associations, such as the Association for Administrative Law (VAR), the Association for Expropriation Law (VvOR), and the Association of Expropriation Lawyers (VOA).
