Welmoed completed a bachelor's degree in law and a master's degree in constitutional and administrative law at the University of Amsterdam. For her law studies, she obtained her bachelor's degree in Liberal Arts & Sciences at Amsterdam University College with honours.

During her studies, Welmoed was a board member of the Amsterdam Law Trials moot court. Welmoed is a member of the Young Bar Association of Central Netherlands.
