Koen Carbaat joined Van Benthem & Keulen as a lawyer within the Procurement Law, Environmental Law and Competition & EU teams in June 2025. Koen mainly focuses on advising and litigating in the field of procurement law and state aid law. He also advises and litigates on legal issues raised by area developments. Koen assists both public authorities and companies in his practice.

In 2024, Koen successfully completed his master's degree in European Law at Utrecht University. Earlier, also at Utrecht University, he completed his bachelor's degree in Law. Besides his position as a lawyer, Koen is an active member of a number of associations such as the Dutch Association for European Law and the Dutch Association for Procurement Law.
