Lawyer Administrative Law and Environmental Law

Merel Holtkamp has been working as a lawyer at Van Benthem & Keulen in the Administrative Law and Environmental Law practice groups since May 2018.

Merel has been practising law since 2013 and specialises in administrative law and particularly in environmental law. Within the field of environmental law, Merel particularly focuses on the remit of municipalities to grant permits deviating from the zoning plan.

Merel’s work in the field of environmental law includes advising and conducting legal proceedings with respect to enforcement issues, zoning plans and environmental permits for (large) building projects. Merel represents government authorities, the business community and private individuals.

The entry into force of the Environment Act on 1 January 2024 has Merel's special attention and she regularly gives lectures on the consequences of this act for public authorities and businesses. She and the Environmental Law team have also written more than 60 blogs on various topics from the Environmental Law since October 2021.

About Merel Holtkamp

Merel graduated with distinction from Utrecht University,

where she also completed the Master’s programme in Legal Research. In 2020 Merel completed the Grotius specialisation course in Environmental Law, graduating with distinction.

Merel is a member of the Administrative Law Association, the Environmental Law Association (VMR) and the Environmental Lawyers Association (VMA).
